California Golf Cart Road Regulations
California Vehicle Code Section 21115 authorizes local authorities to designate specific roadways for golf cart operation. Under a valid local ordinance, golf carts may be operated on roads with speed limits of 25 mph or less. Operators on designated California roads must hold a valid driver's license, and the golf cart must be equipped with required safety equipment.
Because ordinances vary significantly by city and county, checking with your local municipality before operating on public roads is strongly advisable. Some California communities — including resort cities in the Coachella Valley, coastal towns, and planned retirement developments — have well-established golf cart corridor networks, while others permit little or no on-road golf cart use.
California Low Speed Vehicle (LSV) Requirements
Low speed vehicles in California must be titled, registered with the California DMV, and insured with at least state minimum liability coverage. Operators must hold a valid California driver's license. LSVs may be operated on roads with speed limits of 35 mph or less, and may cross but may not travel along roads with higher speed limits.
California's LSV requirements are generally aligned with the federal FMVSS definition: a four-wheeled vehicle with a top speed between 20 and 25 mph. Vehicles that do not meet the federal standard — including standard golf carts — are subject to different rules and may require a local street-use ordinance to operate on public roads.
